Will Compressor 4 allow me to change the bit rate
I need to change the bit rate to 8 and compress a 30 minute H.264 file to around a 1.25 GB, will Compressor 4 allow me to do that?

Yes. The bit rate of the test H.264 video example below was >14.6 Mb per second and was reduced to 8 Mb per sec.
